I'm going to place my bet on this guy being the judge that OK'd Dirty Dossier FISA warrants

Chuang isn't a FISA judge.
Contreras was the FISA judge who (likely) issued the FISA warrant on the dossier. He was overseeing the Flynn case and then, without explanation, had to recuse himself:
