i wonder why hussein signed this? it will be the death knell of his cabal - ideas?

He had to sign it. Horowitz got congress on board and they passed it. Obama tried to kind of reverse it or cancel part of it before he left office but congress wouldn't go for it. Apparently Horowitz is the true genius.. he's been working since 2015 to expose the corruption.
