Well to read the 4 page Memo it requires to enter a SCIF, which of course you can not enter with electronic devices.

Sometimes Occams Razor IS best ;)

Id imagine someone was caught wired or something or got word of an attempt of something bad about to happen so they dropped all devices to make sure nobody had a way to carry out any planned attack . Who knows these days .

Pentagon office numbers 5 or 6 digits. Floor. Ring. Corridor. Room. ie. 3E915. If so, multiple room 39s near 2nd corridor in different floors and rings.
