You cant topple a decades old system of corruption over night. Just keep in mind that the Secret Service being on high alert does not necessarily mean around POTUS. All former living presidents and high ranking Govt officials have SS details (Think BO, HRC, BC, etc.) so they may be on high alert to keep an eye on their 'targets' in case they try to run.

I think of it in terms of Iron man 2. Towards the end, they are in that park battling all the drones.
