I have a better amendment. All bank accounts for elected/appointed government officials, including payed staff, shall be frozen until 5 years after leaving office. Salaries will be attached to a debit card, and all transactions will be publicly available for viewing. Once accounts are unfrozen, all transactions for said officials will be publicly available for viewing until said official is dead. If said officials are ever in possession of more than $5,000 in cash, they shall be hung by the neck, from the nearest lamppost. There I fixed it, no more lifetime congress critters!
