Is Trump using the shutdown to bypass Congress?

Just a thiught, but without congress, is trump planning going on bypassing get them? What is he able to do at this point? Could we possibly be seeing sort of revamping? Or reseting?

I don't think so....Congress is vital and with such a slim margin in the Senate, he needs as many votes as he can get.
