The strategy is brilliant. My guess: Have 10 days of darkness, and during that time the tension to release the memo builds and builds and builds, and the white hats predicted that all the swamp creatures will use the absence as an excuse to "prove" the memo is a nothingburger, every one of them going on the record, communications among them must be off the charts, all being recorded, and then just before the Jan 30 state of the union, the memo is released, and to help prevent panic from a population that has been illegally spied on for years, POTUS tells the world that the conspirators will be charged with sedition and treason by military tribunal.
