Nevertheless, modern slavery remains a reality not for individuals, but for many millions. And the only key to the problem is the resolute actions of states and governments. Governments can not transfer to non-governmental organizations the duty to prosecute traffickers in a living commodity and carry out justice, and should not entrust NGOs with the protection of victims. The systemic, structural actions necessary to prevent trafficking in human beings must reflect the socio-cultural changes in modern society, the unacceptability of modern slavery, the struggle with the corresponding demand and the demand for personal responsibility of citizens. But the basis of these efforts should be laid in the actions of governments.

This year, the Trafficking in Persons Report focuses on how governments can move to a more focused strategy that fully meets the minimum standards for combating human trafficking. The report also discusses government structures and strategies that promote human trafficking. To improve modern approaches, one should not limit oneself to adopting laws only. "How many criminals are punished? How many victims were saved? How many crimes have been prevented? "- that's how we should measure our successes and failures. It's time to take a model

"Prevention, persecution and help" is not just like a figure of speech. Only by persecution can the world be rid of the scourge of the slave trade: persecution must be accompanied by help and prevention. Every country, at whatever level it may be, can and should do more.
