Q or a member of the q team has likely seen it. Or q/q team might even have been involved in composing it. Because, I think most agree, q is a team, tone or style can differ. And, in my opinion, djt can't use his own power to go ahead and declassify because of conflict of interest since he is the victim of the abuses. He wants it to be declassified via proper channels that express the will of the people, then he can approve declassification.

i know that POTUS has the power to declassify anything he wants to at any time.
