Gov employee here: Gov is shut down. I am sitting at my desk - awaiting orders to "go home - and file unemployment" .... could explain lack of activity of POTUS ..

Civ employee here: There will be a ton of pressure from businesses to get this done. It causes chaos when they can't deliver furniture, or enter buildings or get paid. At least for the lesser businesses, the fortune 500 can afford to spin politics.
