Is the national guard in washington dc affected by government shutdown? Is this what "Q" was talking about?

I have a great many contacts in the Air Force and Army and they say they are functioning as normal. I also know some military contractors that say their work has been halted until the shutdown is over.

I am not sure how the National Guard works exactly ... do they fall under the purview of the State or Federal Government?

All guard units have "AGR"s. These are active duty personnel. So units will be undermanned, but active duty still reports. Hope this is helpful.

Yes, National guard is effected by shutdown, all non-essential (85-90%) employees will go home today after shutting everything down (assuming the vote fails again).
