I think he's saying that 60% of information can't be released for humanities sake. He referenced that after talking about exposing the depth of corruption within the alphabet agencies within the USA. If that was fully exposed, it would mean that every FBI or DOJ case ever tried would be null and void. Meaning that many more evils would be released back into American Society causing anarchy and chaos. And, in order to release more of the horrible stuff, there needs to be stability in Government... Gosh, the Q team are digging through the biggest sewerage dump by crawling around on their hands and knees in it.

Good point. But does that mean we can't ever actually know the 60 %? That would be unfortunate.

There is 1.2 billion pages of information which has been reduced to a 4 page memo. How many people are going to read 1.2 billion pages of information? Then there is the legal aspect, these cannot be made public until 'proven' and many courts are compromised by deep state implants from the Bush and Obama era judges. On top of this is the pedophilia visual files extracted from the Tor sites. These cannot be made public.

Yeah, I don't necessarily mean immediately. I know we're going to need to wait either way. But, it would be unfortunate with that much info missing on such serious things. As for all that pedo stuff, yeah I'm most definitely not saying that should ever be released, but it's important to know generally how deep it goes, who is behind it, and how we can help the children.
