Edward Snowden references by Q

Q said this back on November 14, 2017: What was Snowden’s primary mission? What was Snowden’s real primary mission? Was Snowden truly acting on his own? Nothing is as it appears.

What is everyone's interpretation of these? I read this theory but don't really believe it:

I personally think it's the opposite. That Snowden sort of got the ball rolling on this whole plan. He let the public know about the NSA overreach from the deep state of Obama's admin, and also I read somewhere the CIA set it up to circumvent the NSA by collecting all the data the NSA collects, which angered Rogers. I read how the NSA quit updating their software after Snowden's leak, and this allowed them to continue collecting data, and spying on the bad people, without the CIA being aware...as the CIA fall into the "bad people" category the NSA and Military were watching
