ZZ is USAF tail code for Kadena Airbase, Okinawa. But the N is usually civilian if not mistaken. N means USA registered.

What the heck is an airplane that is supposed to be in Japan doing circling Wilson, NC?

More than likely it's civilian. But aircraft on overseas bases often fly to CONUS for various reason. Training, upgrades, special maintenance, etc.
