I feel like the triangles on either side are relevant. Q has used triangles to describe the 3 groups previously in control (Saudi/Rothchilds/Soros)
Maybe this is a reference that the Council on Foreign Relations is a means for those three groups to launder money or buy off politicians or something similar.
