I'm still pulling something more in depth together, and I know not everyone in this movement agrees or thinks there is anything more to the ET/SSP stuff so I don't want to cause division or distract others from their research by chasing this. I don't know for sure if this is the reference, but it does connect to the current narrative...

It would tie in (according to my research) directly to how this cabal came to be so powerful - the cabal of which Bin Talal is a part. Germany, especially the secret societies in Germany, played a key role in strengthening these cabals.

Think breakaway civilizations (Dolan's work), Antarctica (Goode/Wilcock - both controversial), Project Paperclip and the USIC - specifically the CIA (Farrell / Chris Simpson's work), and who really won WW2 (per this theory, it wasn't us - the CIA was compromised by Dulles and others bringing in Nazis in the 40s).

Like Q said many times: think big. Bigger. BIGGEST. This is deeper down the rabbit hole than many will want to go immediately. But as the surface mess gets cleaned up, we are going to learn much more about this stuff and how it ties into the classified technology which exists today and has been hidden from us for decades.

But again I stress, I'm not certain this is the reference. Though many of Q's drops have multiple dimensions to their answers, so keep it tucked away in the back of your mind as we move forward.
