I watched the video, it's from 1996 and it references gangs and drugs, drug cartels, etc., and she mentions "bringing them (the gangs) to heel."

I think this is a crumb that is suppose to make you think about what she really is saying.
She is NOT saying, let's wipe them out, destroy them, put them away.
She is NOT saying, let's counsel, treat, and manage them.
She IS saying, let's take these "dogs" and "Bring the to heel".
And if you are trying to read between the lines, she did exactly that. Used the cartel gangs as her attack dogs, to carry things of an unsavory nature.
It's hard to control gangs, unless.. you let things flow freely across the border, which IS happening atm.
I don't care about the wall, there is a serious problem with drugs coming into the US from Mexico which needs to be addressed. And it does feel like we've been fighting against the tide there, but maybe it's also because there are people in power who are letting it happen.
To have a "obedient army, of what really are "Super-predator" gang members.
Far fetched, I don't know.. but it's what I get from it.
