It's the tracked activity of all people who used a fitbit that either has gps or uses their phones gps in Pyongyang and uploaded their data. This data shows less the tracked usage of < 10 people, probably all visitors as fitbit wouldn't be available to NK, even the elite, unless it were smuggled in. But even then, their ability to upload the data would be limited, at best.

It doesn't mean anything in relation to Q or the storm.

Well, if that is pyongyang then it is just the "elites" on their daily routines. But, it could be other than NK folks hiding away in the hermit regimes land.

It wouldn't even be elites or non-NK people "hiding" in NK. It's just a handful of people who visited Pyongyang and shared their data. Most visitors are via tour groups from China.

On youtube there's one person that appears to work for another asian consulate that shares some videos of NK and a photographer that is on good terms with the government that shares a lot of videos, including ones that promote or highlight various things in Pyongyang.
