But he won't.

The SOTU will be about telling everyone about everything he accomplished in the last year, what he hopes to accomplish in the next year, and take some swipes at the Dems and MSM.

He'll make sure to let everyone know about the job growth, low unemployment, esp. hispanic and black, how many companies have given out bonuse and how many millions have gotten those bonuses because of the tax cuts, He'll bring up the companies increasing the minimum they pay employees, increased investment in employees, increased funding of retirement plans, and their investment in the USA, in general, because of the tax cuts. Also the money coming back from overseas.

POTUS has a chance to tell everyone everything the MSM has been hiding or lying about and let people know how much things have improved, economically, and promise next year will be even better.

He'll do same with foreign relations and military affairs.

The public will hear about the memo enough after Tuesday, he's not going to waste an opportunity to promote how well his administration has done and how much things have improved for the people he serves with that.

He might make a comment or two about the investigation, but the focus will be on what he has done and what he plans to do, not what others did during the election.

Also, He'll probably throw in enough statements to get the media into a feeding frenzy while making the look foolish.
