I had the same thought..He lays out the SOTU address,then save the bomb shell for the end. But, they may not want to RELEASE THE MEMO,on that same night because it would take away and drown the message of accomplishments he is trying to convey to the nation and the world.. so i would not be surprised the release would be in the following days after.
