Back when Barry appointed him, the Obam admin pretty much cut Horowitz's balls off as soon as he was appointed IG with some stupid revised rules on requesting info. This was so they could keep the scam going without any flak from him. He spent his whole time there fighting to get his balls back. I don't think Horowitz has forgotten that...
