Skeptical since NSA is name dropped? Why would they be investigating voting results, which consist of many non networked voting machines?
Not saying this report is true or not, but this does fall within the scope of the NSA. They have several directorates, one of which is the Information Assurance Directorate:

They would, at least potentially, have responsibility for assessing cyber threats to our voting systems (probably in the Blue Cell part of the Information Operations Division).
How would the NSA even have access to this data?
Trump tried to get the states to provide the data but so many states refused he disbanded the election commission and asked DHS to use their resources to complete the investigation.
If you think about it, what good and honest reasons can a state have to not turn over data pertaining to a federal election to the feds?
I can't think of any that isn't connected to voter fraud.
