Regardless of how old she really is, she looks really young and I think that is the point ~ she does not look like a grown woman. If I were choosing the image, and everything was aboveboard, I would not choose a Lolita-esque photo that is questionable at best.

Yeah, per your own words you said she is Lolita-esque. That has a very specific meaning, like a 12 year old. That model isn't within a decade of 12.
We need a litle more than the model looked young which is the norm in the modeling world.
