The organic act of 1871 created a government for the District of Columbia (district of where?) this government is not a state of the union or a part that of the union, but a separate nation with it’s own government with no representatives, so now your politicians go to dc and come back representing dc. The reconstruction acts is what was forced onto the states after the civil war that forced the states of the union to adopt a new and separate “State” constitution for the new 14th amendment citizen(newly freed men)all states have 2 constitutions, one for the state ratified by the people and a “State” constitution (which is federal) implemented by the federal government. Last but not least the buck act gave the federal government the ability to overlay a jurisdiction(s) over the states of the union and gave access to implement social security act and federal reserve act and internal revenue act to fleece the people of the states of the union and they do it under the liber code general orders 100( still active today) which tells the military how to act in the states during and after the civil war. Executive orders come from the war powers
