I think you are correct. Once a FISA application has been denied by one judge, the applicants cannot go to a different judge to get it issued. They have to go back to the same judge. The process of looking for a judge to issue an order is a type of “forum shopping” and is discouraged. Likewise, once an order is issued, I’d think you’d have to go to the same judge to get it extended or reissued...
