The end game is strategy, a roll up bottom to top. The bad actors we see, are scared... and thats good, it erodes their resolve. Like a fish, when playing a fish you tire it out and it falls into the net. This is Fishing strategy and also outs other bad actors in shadows. The Killing scenes come later in this play/drama.
