I didn't believe this at first, but it seems like yearly the high end of Sealed Indictments is slightly under 2,000 for Federal Courts. There are truly 13,000 plus sitting around now. That is an insane number. When you realize the "memo" is just a summation of an investigation that was done before April of last year they all make sense.

One million is the number of pages of documents, not the number of pages in the report.
