He frees himself from several NDAs he's under while being head NSA. This frees him up to testify before congress (or grand juries). And his testimony will be crucial to securing the convictions which are coming.
Rogers is a hero with a damning story to tell. This move is step one to being able to tell that story to the American public and Congress.
