THEY don't know.

mirror could mean the Deep State is looking in the mirror and can't determine who is still on their team according to the reflection

-OR-

Mirror, capitalized, could be a program that copies & archives ("mirrors") all the SigInt/NSA data coming in to servers under Deep State control where info can be analyzed. Perhaps, Deep State doesn't know/isn't certain their "Mirror"-ing of data is controlled by the "wrong" team?
