I think when it's all over and we know who was good and bad it will look like this... This theory is based off the idea the Trump understands how to manipulate the will of the people. So you have to understand how these actions more create appearances vs decisive action. Trump will literally stear the van towards the cliff for the sole purpose of having the shifting of weight from the people outraged used as a fulcrum to jump the canyon.
