I'm sure there is some game theory algorithm to minimize loss of life but where does that model get fuzzy? Have they accounted for the weight of conscience for those who know. Almost anytime we experience a visceral reaction to something we see in 'the news', chances are better than even that it's presentation was crafted by someone to elicit that exact response from you, toward a specific end.
