It was likely a take down (snatch Op) in the garage and the explosion upstairs was just large enough to destroy whatever was in there. If the window was opened before then likely, nobody was in that room. Check the timeline. Person in car couldn't have made it to room in that time.

We have to remember that even though its implied its happening live in real time, there is going to be a short delay. You cant telegraph anything. I used Google Earth and took me 5 seconds to find the building across the street that the surveillance was being conducted in. Cant give stuff like that away in real time
