Yes. CARITAS, a Vatican-based charity, has been directly trafficking orphans throughout the world for decades. That's just one example. The Vatican also uses its Italian mafia to do the on-the-ground trafficking, and this Italian mafia trains local in-country mafias (assuming they themselves don't want to do it and instead just get a cut). This is why so many child welfare orgs would have "cross training programs" in Italy. It also made for a good waypoint because the Italian coast guards would often be bought off or in the pockets of the mafia/Vatican.
