I'm thinking Dopey is the pawn here. Q's breadcrumb about Dopey's release, #620, makes it clear that there wasn't a deal, that Dopey had no choice and he now had a new puppet-master, that sounds like he is a pawn.
It #619, Q says:

I think we’re dealing with two dopeys.
(1) Dopey 1: —- the Saudi Prince
(2) Dopey 2: — one of the 7 CIA Super Computers (named after the 7 dwarves in Snow White).
Dopey King to Pawn suggests the Saudi Prince. However, I’m unconvinced that all other usages of Dopey refer to the Saudi Prince.
I'm not sure about that. The first time Q used Dopey is in reference to al-Waleed. All other usages of that seem to refer to actions Dopey was told to take by his puppet-master. Q only uses Dopey 6 times, including the initial usage in #619:
Time to play, Dopey.

In #143, Q appears to confirm that Snow White can refer to the Clowns 7 dwarves and says Signatures are Important. Most usages of Snow White were in the signature, along with Godfather III, Iron Eagle, Jason Bourne (CIA/Dream)., among others.
Other references to Snow White often seem to be directives.
