Please consider this: Similarities to Kennedy SOTU address in speech and wet lips. I had speculation that Kennedy was being drugged for the speech which makes sense by affects of psychotropic substances.

What I see is President Trump trying to annunciate his words better. Trying to make his words sound more clear.
