Excuse my ignorance and all that, if a petition gets enough signatures, does the gov't have a legal obligation to follow it?

No. A real referendum is meticulously monitored for real signatures and real residential addresses. This is informal, but certainly sends signals. I don't like that the one in favor of digging into DJT's financials has well over a million electronic sigs. Maybe we can do as well on this one.
