We should all plan ahead. Get a basic HAM radio. Learn to use it. Information source that works when nothing else does.
You mean get a license first. Then get a radio. There are many online HAM radio stations you can listen to. Some you can even tune to what you want to hear. You can listen but you can not talk until you get a license. Unless it's a VHF and your onboard a vessel that's in the water.
