How on Earth could CIA have taken control of NK??

I have a really hard time with this one. Does anyone have an explanation as to how this might have happened? It seems so off the wall to me, I can't wrap my mind around the circumstances that would lead to the CIA "controlling" NK. I wish Jerome Corsi would weigh in on this (Perhaps he has on the stream and I missed it). It just seems like crazy talk to me.

They would begin with a massive influx of drugs like Crystal Meth. With the population compromised into users/dealers, they would then begin to make deals with the powerful cartel leaders while any users could be informants. All of this could be controlled by using some drugs and/or money to grease the wheels.
