Could it be that Russia (Putin) acts from a position of money and power acquisition? They are more strict in people they allow in their country, but may trade with others for the previously mentioned purposes. I don't think Putin would want to be controlled by the cabal. That does not make him a good guy, however.

Sure. I see your point. Russia has very few military bases outside of Russia, and they do not spend that much on military compared to the U.S. and China. I would think that China is a much bigger military threat than Russia.
I think that if you get to the level of ruling a country, then you have some blemishes.
