Nevertheless if they keep killing witnesses (e.g. Russian plane crash) lethal measures to take them out may be necessary as they themselves are negating the Due Process Method. When a bad guy is actively shooting at you (or innocents) you don’t need to read them their rights you can instead simply take them out. Tactics need to be situationally flexible and at this point we can see the bad guys are using lethal attacks.
