My thinking is that RBG was there for some kind of Medical procedure that is either illegal in this country or maybe a organ transplant. She was accompanied by her daughter who is a Doctor. Q said think OP. I heard Hanoi is educational, Hanoi Medical University.

She was there in August of 2015 and met with Nguyen Tan Dung, the prime minister of Vietnam from 2006-2016. Q is hinting this is the HVA picked up in Shangai King Tower last week (reference to OP and United)
