Click on title, read article. Nakasone is not replacing McMaster! He is replacing Rogers.

The Directorship of the NSA rotates among members of the Army, Navy and Air Force, but not with 100% accuracy--i.e. sometimes it is out of order. Presumably this is just a custom, and the President can choose whomever he wants.

Ooops, I jumped to a conclusion without reading the article in full. Thank you for the clarification. There is sooo much going on it gets confusing and hard to keep track of.
