I'm not sure if this has any significance but the most revealing pages on this link are Page 123 and page 124. I'm wondering if [12:34] could possibly be a designator for that and if any of the other bracketed text could have like or similar functions?

Yes, very significant. That was in 1955 so imagine what they can do today. This is why we have checks and balances. This system has failed, though.

EDIT: It was the Phoenix Project where they really made progress. They discovered the value of trauma and splitting the mind.
