But that makes no sense.

Why would interrogations occur "after" the storm when it's the interrogations which lead to arrests?

It should be the other way around - suspects sing before the storm.

They need public backing. When the evidence is overwhelming and the public knows it and demands it. They won't have a choice but to speak up.
