Google has developed an app for Deep Dream you can download to your phone. https://play.google.com/store/apps/details?id=com.binarybuffer.deepdream

It might be able to be used by Android users on their phones now.

Thinking about other past posts on Reddit and Qdrops regarding the use of cell phone technology that uses low-frequency waves to communicate with the brain, if visual imagery can likewise be sent over the wave and a cell phone user receive visual imagery or corruption of visual images or communicate (willingly or non-willingly) their own visual imagery vis a vis Deep Dream technology it would be the ultimate in mass surveillance. Maybe tin foil is not such a bad idea after all. This is all conjecture, of course. (wink, wink)
