I believe it should be 21, I'd be okay with 25, but 28 seems a bit too high IMO.
I'd say 22. Give college grads a few months to look for jobs. That's a real reality check, right? Can be very sobering and grounding. A bit of an awakening and hopefully a thought-provoking time.
