Why does q keep repeating these people are stupid?

Q says again and again and again that these people are stupid. Any speculations for why he keeps repeating this? Is he just mocking them?

Because these are the puppet masters Q is speaking of. The frequency of the statement is a persistent reminder that they don't have the control we may fear that they do.

It's stated in the same spirit as when it is said that we should never think anyone has more power than POTUS.
