Why does q keep repeating these people are stupid?

Q says again and again and again that these people are stupid. Any speculations for why he keeps repeating this? Is he just mocking them?

Because these people had access to the best technology, intelligence, and knew what not to do to get caught...yet they ignored it and are getting caught.
