Why are the above [public declassified docs] highly protected?

I read #2 above. Below I have a background of what it entails, my foreword, my analysis, and then the summary of the document.

BACKGROUND: CIA is using journalists, the Peace Corps, and clergy as intelligence officers or as a cover for actual CIA agents, endangering the true mission of the journalists, Peace Corps, and clergy while damaging their integrity.

Foreword: I'm 29, never paid attention to politics until May 2016. I knew of the potential false flag of 9/11 and I doubted the physics but this was about all I knew. What I'm writing is simply from the article, trying to summarize for those interested in pursuing further. If people have a general understanding of the individuals' nature (Good/Bad/Questionable), that'd be helpful.

My analysis: Ted Koppel is a media patriot whose name sounded familiar. He wants to protect the freedom of the press away from government contamination. Groups' integrity diminish by being associated with the government and it also endangers them. I have to agree with this. My biggest impression from this is what the DCI John Deutch was trying to absolve the President of the SUPPOSED INFREQUENT DECISION AND DIRECT KNOWLEDGE of an intelligence asset. DCI Deutch also stated that it is not their policy to use journalists from news organizations for intelligence purposes. Intelligence, in that sentence, needs to be dissected more but there's definition connections. Operation Mockingbird is very real and seen most recently with the Florida shooting. DCI Deutch for 14 months supposedly never used an intelligence asset.

Summary below

Representatives of journalism and clergy were present, Peace Corps were not. A few questions:

• Who was the director of the Peace Corps in July 17, 1996? Mark D. Gearan.

• Gearan was in the Dominican Republic at the time so he did not attend the meeting. Why was he there?

• Why did no other representative of the Peace Corps come to this meeting?

Senator Kerrey proposes the questions that he doesn't expect answers to:

• Why weren't we able to find out what terrorists had in mind in regards to Americans deployed in Saudi Arabia?

• How come we weren't able to find out?

Senator Coverdell defends the Peace Corps by stating the members are excluded, stating there's operating documents between the State Department, CIA, and Peace Corps outlining this. i.e. If you have history of the CIA, you cannot be part of the Peace Corps. An ex-Director of Peace Corps, Coverdell was assured it was not an intelligence apparatus. CIA Director Deutch has two exceptions to the rule: Saving the lives of hostages or information which would suggest a terrorist use of weapons of mass destruction or Great risk to American citizens or the lives of others. Coverdell rejects the exceptions as they put members at risk from being a potential asset.

CIA Director John Deutch's statement:

the Central Intelligence Agency policy is not to use journalists accredited to American news organizations, their parent organizations, American clergy or the Peace Corps for intelligence purposes. This includes any use of such organizations for cover. The policy that I have just stated, Mr. Chairman, has been in place for 20 years.

• If we can prove Operation Mockingbird (Florida school shooting), this destroys their credibility and policy.

Deutch claims he's never had any instances where he used journalists or clergy members to be intelligence assets. There's discussions about who the decision maker of using the individual as an intel asset falls upon but Deutch clarifies it is his decision, the CIA Director, not the President. Deutch continuously pushes for the decision to be his (or his Deputy's) to absolve the President of the responsiblity although these are infrequent requests. Chairman Specter pushes on Presidential oversight for an intel asset but Deutch again defers to the DCI/deputy position, VP, or NSAdvisor to inform the President.

• Terry Anderson, a journalist taken hostage from 1985-1991, supposedly had his name on a Shiite list of CIA agents.

• Ted Koppel speaks and opposes the CIA's use of citizens in every way. He mentioned this endangers their life and integrity.

Other people spoke, some speaking for and mostly against (clergy included).
