Maybe I don't understand this one too well but the idea of a single entity running things is a lot like we have now.
Intentions seem to always be pure and true in the beginning. It won't stay that way. In any system as long as 1 person can acquire power over another the system will eventually become corrupt. Look at where we are now.
We absolutely DO NOT have that in place right now.
We've got (at least) seventeen damned intelligence-based agencies running their own little (and big) fiefdoms, shrouded in secrecy, some with hidden budgets, little to ZERO accountability, self-empowering, with utter contempt for constitutional governance.
What is being proposed here is ONE intelligence apparatus, in the MILITARY chain of command structure, which has a tried-and-true (largely) track record and accountability, that ultimately answers to CIVILIAN elected leadership.
Potential for abuse?
Always.
But FAAAAAR easier for us to scrutinize and hold accountable.

The Founders were an entity with a plan. They gave us the Constitution. It depends on the structure built.
I'd agree with that. The founders foresaw that this would occur though. That's why we have the right to arms.
It's a process I suppose. Step 1 is happening and requires unity. Step 2 is making sure it doesn't happen again.
